The Agency has a General Director and Deputy General Director appointed by the government and the necessary staff.
It comprises six departments, an administrative tribunal and five services. It has 224 employees out of which 117 are male and 107 female.
The profile of these employees' shows that 25% of the employees have a B.A Degree and above and 33.8% have a College Diploma.

Review organizational structure and manpower needs of the federal

out by government institutions in accordance with the existing Public
Service Regulation and directives issued by FCSA or Office of the

Make an assessment of training needs of civil service and conduct
training programs on the basis of training needs assessment
Evaluate the impacts of training already carried out by the commission.
Exert proper effort to cause the establishment of a training center
for the civil service.
Undertake studies related to training regulations and directives
and submit recommendations on its improvement.

Women's Affair Department
Facilitate opportunities to strengthen the participation of women
in the civil service in positions of decision making and leadership
and affirmative action to be taken
Review that all proclamations, regulations, directives and circulars
do not contravene the rights of women in the civil service and submit
recommendations to the government.

Planning, Policy Analysis and Evaluation Department
Undertake studies to ensure that proclamations, regulations, and
directives are able to help establish efficient and modern civil service
and submit recommendations to the Agency.
Analyze researches made and translate documents that help in making
a research.
- Administrative Tribunal
Hear and decide on appeals brought by a civil servant aggrieved of:
Unlawful suspension or termination of service;
Being penalized by rigorous disciplinary penalty;
An illegal attachment or deduction of his salary or other payments;
Infringement of his rights arising from an employment injury.
The decision of the Administrative Tribunal on question of facts
shall be final; provided, however, that anyone of the parties may
appeal to the Federal Supreme Court on question of law within 30 days
from the date of the decision of the Administrative Tribunal.

Legal Service
Initiate policies and draft laws, regulations and directives of the
civil service.
Advise civil service organizations on personnel matter.
Sue or be sued on behalf of the Agency

Audit Service
Examine and verify the accuracy of records of the Agency's fixed
and liquid assets against the existing rules and regulations.

Public Relations Service
Ensures the establishment and maintenance of mutual understanding
between the Agency and civil servants/ general public.

Administration and Finance Service
Ensure that the necessary manpower, finance and material needs of
the various departments and sections of the Agency are fulfilled and
carry out other personnel activities.

Information Service
Carry out statistical works; render computer service and ensure the
accuracy and effectiveness of the archival activities of the Agency.
